US ITC Approves Tariffs on Southeast Asia PV Imports

The US International Trade Commission (ITC) has voted to proceed with investigations into whether imports of solar products from Cambodia, Malaysia, Thailand, and Vietnam are harming US manufacturing. The ITC found that there is evidence to suggest that local solar manufacturing is being negatively impacted by imports of lower-priced crystalline silicon photovoltaic cells and modules from these Southeast Asian countries, which are allegedly subsidized by their respective governments.

As a result of the ITC's determination, the Department of Commerce will set the level of duties to be imposed on these imports. Preliminary countervailing duties are expected to be announced around July 18, 2024, with preliminary antidumping duty determinations to follow on or about October 1, 2024. The investigations were initiated in response to petitions filed by major US solar manufacturers against Chinese-owned solar manufacturers in the four Asian countries, in an effort to protect domestic production from the influx of imported equipment.
