The Solar Energy Corporation of India (SECI) has actually provided an Ask for Choice (RfS) for establishing of 14 MW solar energy plants with 42 MWh Battery Energy Storage Systems in Ladakh. The projects will be developed at Leh and Kargil as 7 MW/ 21 MWh tasks each under the Prime Minister Development Bundle (PMDP).

The proposals have been invited for setting up the solar projects on a “& ldquo; Build Own Operate” & rdquo; basis. And the projects chosen based upon this RfS will be offered “& ldquo; Viability Space Financing” & rdquo;( VGF) in line with the terms of this RfS. The Bidder chosen based upon this RfS shall have to sign a VGF Securitisation Agreement (VGFSA) with SECI.

The ceiling for VGF to be priced quote by a bidder has been kept at Rs 13 crore for 1 MW solar PV power task with a battery storage of 3 MWh. The bidding will be performed by SECI based upon the VGF requirement to be priced quote by the Bidders for establishing of the Project. The project will be awarded to the Bidder who has priced estimate the most affordable VGF.

Based on the RfS, the purchasing entity will participate in Power Purchase Arrangement (PPA) with the picked bidder for the purchase of solar energy for a period of 25 years based on the terms, conditions, and provisions of the RfS. The optimum levelised tariff payable to the Project Developer is fixed at Rs 2/kWh for a duration of 25 years.

The land for setting up of solar projects with battery storage will be helped with and offered to the SPD by Ladakh Renewable Resource Advancement Agency (LREDA) and Kargil Renewable Energy Development Agency (KREDA) individually, given under “& ldquo; Right-to-Use & rdquo; to the SPD. The scope of SPD likewise includes establishing of power evacuation system including step-up transformer, transmission lines, and so on

. The last date for quote submission is March 16, 2019, and the techno-commercials quotes will be opened on the exact same date. A pre-bid conference has been arranged for February 17, 2019, to address the concerns raised by the prospective bidders.
