Boralex Wins NYSERDA Contracts for 450-MW New York Solar Projects

  • Boralex will supply Tier-1 RECs from its 250-MW Fort Covington and 200-MW Two Rivers solar sites under NYSERDA’s latest procurement, with construction slated for 2026.

Boralex has clinched a pair of renewable-energy standard contracts with the New York State Energy Research and Development Authority (NYSERDA), securing a long-term revenue stream for 450 MW of new solar capacity in upstate New York. The deals cover the 250-MW Fort Covington Solar Project in Franklin County and the 200-MW Two Rivers Solar Project in St. Lawrence County—both selected in NYSERDA’s 2024 Tier-1 Renewable Energy Standard solicitation.

Under the agreements, NYSERDA will purchase Tier-1 renewable energy certificates (RECs) generated by the two sites, helping the state meet its mandate to source 70 percent of its electricity from renewables by 2030. For Boralex, REC offtake guarantees bankable cash flows that can unlock project financing at a time when interest-rate volatility has complicated utility-scale solar build-outs.

Groundbreaking on Fort Covington and Two Rivers is scheduled for 2026, with commercial operation targeted for 2028. Once online, the projects will produce enough clean electricity to power roughly 90,000 homes and displace more than 400,000 tonnes of CO₂ annually. Both arrays will use single-axis trackers and high-efficiency bifacial modules to maximise yield in New York’s northern latitude, while integrated pollinator habitats aim to bolster local biodiversity.

The deal expands Boralex’s U.S. pipeline beyond the gigawatt threshold and dovetails with its broader growth plan: the Québec-based developer now counts 3.1 GW of operating assets worldwide and another 8 GW in late-stage development or construction across North America and Europe. Earlier this spring, the company celebrated the full commissioning of its 106-MW Limekiln wind farm in Scotland—a project that underscored Boralex’s ability to execute complex builds in challenging climates.

NYSERDA President and CEO Doreen Harris called the solar contracts “a vital step toward decarbonising New York’s upstate grid while creating skilled construction jobs.” The agency estimates that its Tier-1 REC program has catalysed more than USD 20 billion in private investment since 2016, driving a clean-energy build-out that now includes offshore wind, standalone storage and green hydrogen pilots.
