Portugal drafts new rules to boost rooftop solar
Portugal’s state secretary for energy, João Galamba, has used Twitter to announce new rules for renewable energy self-consumption, energy storage and energy communities which were published by the government today. The Portuguese government said the Decreto-Lei 162/2019 legislation will improve self-consumption guidelines issued in 2014 by providing a clearer and more favorable framework for the deployment of small and middle sized renewables projects. The new rules, which will come into force on January 1, are expected to immediately spur development of self-consumption projects with the first installations driven by the change possibly finalized next year, the government said. Collective self-consumption The new provisions establish that excess power can be sold to the spot market or through bilateral power purchase agreements. The changes also simplify the authorization approval process for residential PV and raise the size limit for that category of installation, from 1.5 kW of generation capacity to 30 kW. The provisions also provide a legislative framework for energy communities for the first time. Under the current regime, PV system owners were only allowed to power a single consumption unit. The new rules instead enable homeowners and businesses willing to become prosumers to aggregate their efforts in collective projects and share generation units. The legislation, the government said, is aimed at helping the country reach its renewable energy target. As of the end of 2018, only 670 MW of solar capacity had been deployed in sunny Portugal, according to the International Renewable Energy Agency. Solar is expected to play a leading role in the Portuguese government’s new energy plan, which includes goals of providing 80% of the country’s power demand from renewables by 2030, and electrifying 65% of the economy by 2050.

Portugal holds off 700 MW solar public auction once more
Portugal's state secretary for energy, João Galamba, has announced the 700 MW solar auction planned for April has been postponed for an unspecified period. "The planned auction will have to wait for the markets to calm down," Galamba said on it Twitter account, without explicitly mentioning the Covid-19 pandemic as the cause. The state secretary also announced the launch of a portal for future solar auctions. All the generation capacity assigned in the postponed exercise was due to be allocated in the southern regions of Alentejo and the Algarve, according to Portuguese newspaper Expresso. The newspaper reported projects with a capacity of up to 10 MW were due to be connected to the grid of EDP Distribuição with 10-50 MW facilities to be hooked up to the high-voltage network of national grid operator REN. The exercise had already been postponed by the Portuguese government in mid-January. The country's first solar auction, held last summer, saw the Directorate-General for Energy and Geology allocate 1.15 GW of solar capacity – less than the 1.4 GW originally planned despite the exercise being oversubscribed. The auction delivered a world record low solar electricity price offer of €0.0147/kWh for a 150 MW project by the Akuo Renováveis Portugal unit of French developer Akuo Energy. However some analysts have questioned whether that bid should be considered a true benchmark. The second and third-lowest bids in the auction were submitted by U.S. asset management fund EverStream Capital Management and Lisbon-based developer Power&Sol Energias Renováveis SA, who will generate solar power for €0.01637 and €0.0171/kWh, respectively.

Portugal fast-tracks 30 MW of tiny solar to aid hard-pressed organisations
Portugal's Ministry of Environment and also Climate Action has actually provided provisionary authorization for 220 self-consumption power projects with a mixed generation ability of 30 MW. The relocation makes it possible for system proprietors to start creating power promptly, without needing to take the normal action of waiting for last authorization. Priest Joao Pedro Matos Fernandes claimed the authorizations had actually been given to allow system proprietors to gain from reduced power expenses throughout the Covid-19 pandemic. A state of emergency situation stated by Portuguese head of state António Costa on March 19, in action to the spread of the coronavirus, had actually caused restrictions on power generation which have actually currently been gotten rid of. The typical authorizations program will certainly be renewed as soon as the state of emergency situation is raised, the ministry introduced. Portugal presented brand-new policies for renewable resource self-consumption, power storage space as well as power areas in October. Solar is anticipated to play a leading role in the Portuguese federal government's brand-new power strategy, that includes an objective of conference 80% of the nation's power need from renewables by 2030 and also energizing 65% of the economic climate by 2050.
