  • Yingfa Ruineng's Indonesian unit BCI presented a plant able to make 7.5 GW of n-type TOPCon cells a year, the group's first outside China.
  • The factory on Bintan island targets module makers that must meet Indonesia's TKDN local-content rules.
  • The release gives no investment figure and no date for full output.

Yingfa Ruineng, a Chinese solar cell maker, has presented its first factory outside China, an Indonesian plant with capacity to make 7.5 GW of n-type TOPCon cells a year.

Its Indonesian unit BCI showed the facility to about 80 officials, industry groups and customers at a technology launch event in Jakarta, the company said in a statement dated Nov. 2. The event took place on Oct. 29, according to the company's website. The cell factory sits in the Galang Batang special economic zone in Bintan Regency, Riau Islands province. BCI was set up in 2024. Neither text gives an investment figure or says when the plant will reach full output.

Yingfa Ruineng pitches the site as a supply hub for Southeast Asia and the Middle East. Indonesian module makers can use its cells toward the country's local-content rules, known as TKDN, subject to product certification. BCI signed a memorandum of understanding with module makers' association APAMSI at the event. President Prabowo Subianto launched a 100-GWp national solar program on Aug. 25 and gave it three years, the State Secretariat said.

The plant in numbers

  • 7.5 GW a year of n-type TOPCon cell capacity, enough for about 12.5 million 600-W modules (list.solar calculation).
  • 14.6% of the group's 51.5 GW of effective capacity, of which 45.5 GW is TOPCon (list.solar calculation).
  • 357 mu, or about 23.8 hectares, site area, per the company (list.solar conversion).
  • 22.5% of the roughly 33 GW a year Indonesia would need to add to reach 100 GWp in three years (list.solar calculation).
  • 1.8 GW of Indonesian cells and modules entered the U.S. in 2024, Commerce data show; the plant's capacity is about four times that (list.solar calculation).
  • 27.3% TOPCon and 28% back-contact cell efficiency, both company-reported.

The group also runs cell plants in Tianchang, Yibin and Mianyang in China. Overseas sales made up 40% of its 2025 revenue, the release said.

Indonesian cells face new costs in the U.S. The International Trade Commission ruled on Oct. 14 that imports from India, Indonesia and Laos injure American makers, so Commerce will issue duty orders. Commerce set an Indonesia-wide "all others" dumping margin of 94.36% and a subsidy rate of 73.20%. The release does not mention the U.S. market.

Yingfa Ruineng said it plans to hire locally, develop Indonesian suppliers and expand technical services. The ITC's full report is due by Nov. 23.
