IPGCL Empaneling Firms for Setting up of Rooftop Solar Projects in Delhi

  • IPGCL has issued a tender for the empanelment of vendors for setting up of rooftop solar system for residential consumers in the NCT of Delhi.

The Indraprastha Power Generation Company (IPGCL) has issued a tender for the request for selection (RfS) for empanelment of vendors for setting up of rooftop solar (RTS) system for residential consumers in the NCT of Delhi.

As per the tender, the Ministry of New and Renewable Energy (MNRE) desires to implement grid-connected rooftop solar PV projects on the roofs of residential buildings and Residential Welfare Associations/ Group Housing societies as per recent Phase II rooftop solar (RTP) scheme guidelines issued with subsidy for residential category only and incentives for Discoms based on incremental capacity additions based on base capacity.

To implement the RTS activities in respect of the aforesaid scheme, the power Discoms will lead the implementation of the RTS projects in the state. Three Discoms in the Delhi state (BSES Rajdhani Power Ltd, (BRPL), BSES Yamuna Power Ltd, (BYPL) and Tata Power Delhi Distribution Ltd. (TPDDL) shall be the implementing agencies in their respective operational areas.

IPGCL, therefore on behalf of these Delhi Discoms, has invited E-bids from eligible bidders to participate for empanelment for site survey, design, installation, supply, erection, testing and commissioning including warranty, operation and maintenance (5 years for CAPEX, 25 years for RESCO) of RTS power system for residential consumers in the NCT of Delhi. The developers will have a period of nine months from the date of issuance of the LOA or up to January 3, 2020, whichever is earlier to complete work on the project.

The vendors will be empaneled for setting up rooftop solar projects in the range capacities between 1 kWp and 10 kWp and then from 10 kWp and above to 500 kWp. The total capacity to be developed under the tender is 30 MW, with 10 MW capacity allocated to each Discom.

The projects will be developed under CAPEX, RESCO and open category, which have been further subdivided into different sections.

This is bidding for the NCT of Delhi. As such, there will be only one price for all the bidders in each category (Rs Per kWp – Project Cost inclusive or exclusive of Cost of Structure) for Capex Parts or Rs per kWh for RESCO Parts. Hence matching of L-1 Price needs to be adhered upon.

The lowest cost determined by evaluating the Project Cost for CAPEX A, B, C and D and Project Cost (inclusive of structure height of up to 1m) Plus Structure Cost for additional 2 metre height for CAPEX E and F shall be declared as the L1 cost and will have to be matched by other bidders (to be empanelled).

As per the tender, the Group Housing Societies/Residential Welfare Associations (GHS/RWA), etc. for common facilities will be limited up to 500 kWp (@ 10 kWp per house), with the upper limit is inclusive of individual rooftop plants already installed by individual residents in that GHS/RWA at the time of installation of RTS for common activity.

The last date for bid submission is March 13, 2020 (for CAPEX) and March 30, 2020 (for RESCO). And the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for February 28, 2020, to address the concerns raised by the prospective bidders.

As per the MNRE provisions under the second phase of the RTS scheme, Central Financial Assistance (CFA) up to 40 percent will be given for RTS systems up to 3 kW capacity. For RTS systems of capacity above 3 kW and up to 10 kW, the CFA of 40 percent would be applicable only for the first 3 kW capacity and for capacity above 3 kW the CFA would be limited to 20 percent. The residential sector users may install the RTS plant of even higher capacity as per their requirement and the respective SERC regulation; however, the CFA would be limited for the first 10 kWp capacity RTS plant as mentioned above.

For Group Housing Societies/Residential Welfare Associations (GHS/RWA) CFA will be limited to 20 percent for installation of RTS plant for supply of power to common facilities. The capacity eligible for CFA for GHS/ RWA will be limited to 10 kWp per house and total not more than 500 kWp, inclusive of RTS already installed on individual houses in that GHS/ RWA at the time of installation of RTS for common activity.
