  • Saudi’s Al-Harfi inks “Shams Al-Sham” PPA: three solar plants (760 MWp) plus 1,077 MWh storage for rural Damascus—connected to 400-kV lines. Grid modernization talks spur more investment.

Saudi firm Mohammed A. Al-Harfi has signed power purchase agreements with Syria’s state power utility, the Syrian Electricity Company, to build the “Shams Al-Sham” renewable project in rural Damascus. The deal covers three solar plants totaling 760 MWp, along with battery energy storage systems totaling 1,077 MWh. The sites will be located in Wadiyan al-Rabi' and tied into a 400-kV transmission line.

The agreements were discussed in meetings in Damascus with Syria’s energy minister, Muhammed al-Bashir, and deputy officials, alongside a Saudi delegation including renewable-energy projects deputy minister Faisal al-Duaij. Talks focused on a roadmap for modernizing Syria’s grid, regulatory and technical measures for reliability, and identifying further investment opportunities as bilateral cooperation expands after war-damaged infrastructure.

What do Al-Harfi’s PPA deal terms include for “Shams Al-Sham” in Syria?

  • Three separate utility-scale solar PV plants under a single PPA portfolio, totaling 760 MWp
  • Battery energy storage systems paired with the generation assets, totaling 1,077 MWh
  • Project site development in Wadiyan al-Rabi’ in rural Damascus
  • Grid interconnection provisions to link the facilities to Syria’s 400-kV transmission network
  • Commitments and supporting measures aligned with grid modernization efforts, including steps aimed at improving reliability of the transmission system
  • Regulatory and technical requirements discussed with Syrian counterparts to support secure power delivery and system stability
  • Framework elements that also support identification of additional investment opportunities as bilateral cooperation expands
