- Rezolv Energy’s Actis-backed St. George solar park near Silistra—225 MW, 400,000 panels, 310+ GWh yearly—completed in under three years, plus a 90 MW/240 MWh battery.
Rezolv Energy, an Actis-backed independent power producer, has commissioned the 225-MW St. George solar park in northeastern Bulgaria near Silistra. The facility, one of the country’s largest PV projects, was completed in under three years and built on the site of a former airport.
The plant uses nearly 400,000 solar panels and is expected to generate more than 310 GWh annually. Alongside the solar capacity, Rezolv installed a 90-MW/240-MWh battery energy storage system, supported by EU NextGenerationEU funding.
What made Rezolv’s 225-MW St. George solar-plus-storage project succeed in Bulgaria?
- Strong project economics supported by EU NextGenerationEU and Bulgarian renewables incentives, helping de-risk capital costs and improve the bankability of long-term power revenues.
- A clear procurement and delivery approach that accelerated construction—building on a large, previously developed airport footprint reduced site-prep complexity and avoided long lead-time land assembly issues.
- Proven EPC and supply-chain execution, including rapid installation of large-scale PV arrays and reliable inverter/racking components, enabling completion in under three years.
- Grid-readiness planning (permits, interconnection studies, and connection works) that matched the battery and solar commissioning timelines to avoid “energy without access” delays.
- Use of utility-scale battery storage alongside solar to smooth generation, improve dispatchability, and help capture higher-value balancing or system-support services.
- Effective permitting and stakeholder management (local authorities, grid operator coordination, and environmental/social reviews) to maintain an uninterrupted construction schedule.
- Technology choices suited to Bulgaria’s resource profile and grid needs, including high-throughput plant design, operational monitoring, and performance guarantees tied to output expectations.
- Access to robust project financing and risk management through Rezolv’s institutional backing, supporting timely payments to contractors and enabling contingency coverage for construction and commissioning challenges.
- Operational commissioning discipline—testing, performance validation, and grid-synchronization procedures that reduced post-completion ramp-up risk and helped the plant reach expected output.
