The E-in-C Branch of the Military Engineer Services (MES) has issued a tender for setting up two rooftop solar plants worth a combined 220 kWp generational capacity. The first plant worth 170 kWp is to be set up at the HQ DGBR complex and the second 50 kWp system is to be set up at the Supervisor Complex in New Delhi.

The last date for bid submission is February 25, 2019, and the techno-commercial bids will be opened on February 27, 2019. The date and time of opening of the price bids will be intimated to the technically cleared bidders later. The estimated cost of the project is Rs 1.2 crore and all bidders must submit an Earnest Money Deposit of Rs 1.95 lakh along with their bids.

To be eligible for participating in the bidding process, the bidders having successfully completed solar power plants in Government Department/ PSU during last seven years ending last day of the month previous to the one in which applications are invited should be any of the following :

(a) One work of capacity ≥ 80 percent of the capacity of plant i.e 80 percent of 170 kWp = 136 kWp, OR

(b) Two works of capacity ≥ 50 percent of the capacity of plant i.e 50 percent of170 kWp = 85 kWp, OR

(c) Three works of capacity ≥ 40 percent of the capacity of plant i.e 40 percent of 170 kWp = 68 kWp.

Furthermore, the bidders should have completed two works costing not less than Rs 1.5 crore OR one work costing not less than Rs 2.5 crore OR the firm’s average annual turnover for the last two consecutive years shall not be less than Rs 3 crore supported with the audited balance sheet.

The selected developers will have a period of 180 days/ 6 months from the date of issue of the letter of award to complete the work on the project.

In May 2019, the MES had issued a tender to develop a 500 kW solar PV power plant at the MIL station in Jamnagar.
